Peru Empowers Police with IBIS Firearms Identification Technology

The following press release was issued by the Peruvian Ministry of the Interior following the purchase of ballistics forensics IBIS TRAX-3D technology to be installed in Lima and two other locations.
MINISTRY OF THE INTERIOR EMPOWERS NATIONAL POLICE TO IMPROVE CRIMINAL INVESTIGATIONS
December 22, 2011 — Ministry of the Interior, Daniel Lozada Casapia, and the Canadian Ambassador in Peru, Patricia Fortier, signed a contract today that will significantly empower the National Police through the implementation of a modern Automated Ballistic Identification System (ABIS) allowing firearms to be identified by obtaining and analyzing images of fired bullets and cartridge cases.
The project’s implementation and execution period is four months. “It will allow information to be shared with ABIS systems in Latin America, United States and Europe to fight crime and even the informal weapons trade,” reported the Ministry of the Interior.
Ambassador Patricia Fortier signed the contract on behalf of the Canadian Commercial Corporation (CCC), a state-owned company facilitating international trade, especially between governments.
The purchased technology covers the implementation of a large digitized database that will not only allow the full validation and identification of the firearm that was fired but also its ownership, through the capture of images of fired bullets and cartridge cases compared to bullets and/or cases found at the crime scene.
The Ministry of the Interior stressed the importance of the contracts signed between the Governments of Peru and Canada for the purchase of the state-of-the-art equipment “that guarantees the quality of the offer and the true compliance of the contractual provisions in the purchase of the equipment.”
Under the contract, the system will have coverage at national level and will include the installation of a central station in Lima and a location in Chiclayo (for the north) and another one in Arequipa (for coverage in the south).
Minister Lozada stated that the proper implementation of the project will include, among others things, the remodeling and adjustment of the current physical infrastructure and the setup of a coordination system to exchange information with the Department for the Control of Security Services, Arms, Ammunition and Explosives for Civilian Use (Dicscamec).
